Any fuel of plant origin that has grown by absorbing CO2 from the atmosphere via photosynthesis burns in a CO2-neutral way since virtually its entire carbon content is recycled into the atmosphere during combustion. This or very similar formulations are often used to explain the supposed CO2 neutrality of burning plant biomass.
